The Pak'Ma'Ra don't have a common type of government. Each individual Pak'Ma'Ra is allowed to speak for all other of his people when negotiating with other species and the result is discussed by all Pak'Ma'Ra for approval. This lead into several misunderstandings during the first years after first contact and so all other governments decided to negotiate only with established groups within the Pak'Ma'Ra society.

The Pak'Ma'Ra are scavengers and so most people try to avoid contact or relationships with them. Their technology level is quite low, even compared to other members of the League, but their culture is based on the idea that they are superior to all other races. This type of view nearly collapsed when other races like the Minbari or Centauri made contact with them.
