Meanwhile an assassin tried to kill President Sheridan. His first try failed because one of the telepaths found out about his plans. During the swearing-in ceremony he stole a Starfury and tried to kill Sheridan from the outside of the station. This time Sheridan was rescued by Michael Garibaldi.
After all problems had been solved Sheridan's inauguration started with a declaration that had been written by G'Kar.
"Whoever speaks for the alliance, speaks with one voice for many. Consequently, this contains the first page of every holy book of every race that has joined the alliance. Whoever speaks for the alliance does so with the understanding that it is the inalienable right of every sentient being to live free. To purser their dreams. To address wrongs within their own society without the fear of retribution. To believe as their consequence requires in matters of faith, but to also to respect the rights of other to believe differently or not at all."
-Narn Ambassador G'Kar
Shortly after the founding, the new alliance faced the first problems. Some members of the former "League of Non-Aligned Worlds" rejected to sign G'Kar's declaration of principles. Especially the Drazi were against this declaration.
President Sheridan got information about Raider attacks against the Enphili. He ordered all available WhiteStar ships to the Enphili homeworld to fight against the raiders. The Raider fighters were destroyed within seconds.
Byron, one of the new telepaths, told Sheridan that the Drazi supported the Raiders during the last 10 years and that a Drazi fleet was on the way to the Enphili homeworld. With this information the Drazi wouldn't have had any chance and so the Drazi ambassador was allowed to order the fleet back home. After this all ambassadors signed G'Kar's declaration.
When all thought that peace was now ruling the galaxy an unknown race began attacking Gaim colonies and Babylon 5 itself. Although the station was only attacked by small fleet, Babylon 5 took heavy damage and many fighters were destroyed. The station was nearly defenseless because the complete WhiteStar fleet was still stationed at the Enphili homeworld to avoid another Raider attack. Just when the Babylon 5 seemed to be lost, the WhiteStar fleet arrived and fought against the unknown race, destroying all of their ships.
Dr. Franklin began building a database that thoroughly catalogs any diseases of various races which might be able to cross species. During his investigations he found out that there were once two different species on the Hyach homeworld, the Hyach and the Hyach-Doh. The Hyach-Doh were systematically slaughtered by the Hyach hundreds of years ago. Unfortunately, the Hyach are now slowly dying out because they had evolved to require interbreeding with the Hyach-Doh.

Something very strange happened in mid 2262 when an over one square mile big part of the station suddenly disappeared. Capt. Lochley sold this part of the station to the Brakiri for one night. The Brakiri were celebrating the "Day of the Death" which only takes place every 200 years. During that night several "dead" persons (Morden, one of Londo's wife's, a friend of Lochley and several others) appeared.
After the destruction of the Raider forces at the Enphili homeworld all hoped that there were no further attacks on civilian vessels, but they were wrong again. An unknown aggressor began attacking civilian transports without any warning and without stealing the ship load. It was unclear who the aggressor was because all races were attacked and there was no pattern behind these attacks.
The telepath situation escalated when Byron confronted the Interstellar Alliance Council with an ultimatum. He demanded a planet for all telepaths for their help in the fight against the Shadows and against President Clark. Some more militant telepaths left his group and tried to blackmail various governments with secret information they discovered while observing high ranking diplomats.

Londo visited Centauri Prime with G'Kar who became his bodyguard after someone tried to assassinate him. The Regent's behavior was very strange and Molari was very concerned about this. For the first time in his life he felt anxious in the palace. He discovered an unknown alien, presumably a former allied of the Shadows, in the palace. This unknown species seemed to be in control of the Regent's mind.
The telepath situation escalated when the militant telepaths stole weapons and began fighting against the station personal. Capt. Lochley decided to ask the PSI-Corps for help. It came to a fight between the telepaths and the PSI-Cops. Finally an agreement was found. The telepaths who attacked other people should go into prison and the others could leave Babylon 5. When Bester tried to arrest them, Byron and some other telepaths committed suicide. They didn't want to return to the PSI-Corps.
The attacks on civilian vessels continued. Nobody knew the origin of the attacks and so all races were suspecting the others.

Lenier recorded the whole attack and went back to Babylon 5. The Interstellar Alliance Council confronted Centauri Ambassador Molari with these evidence. Molari couldn't believe this and flew back to Centauri Prime to begin investigations about the attacks.
The Council issued a blockade on Centauri Prime. No Centauri ship should use jumpgates of the Interstellar Alliance. Sheridan wanted to set up a buffer zone between the Centauri and the other members of the Interstellar Alliance. This plan failed and so the first battle began when a small Centauri fleet used a jumpgate of the Interstellar Alliance that was guarded by Drazi forces.
The Centauri forces began attacking the jumpgates. This was never done in the past because without the jumpgates the navigation in hyperspace is nearly impossible. They even tried to sabotage the jumpgate at Babylon 5 but they didn't succeed

The Drazi and the Narn didn't want to wait any longer. They assembled a large fleet and went to Centauri Prime. The Regent has ordered all forces to leave Centauri Prime and so the planet was defenseless. When the Narn and the Drazi arrived they began firing at the capital city and many thousand people died during this attack. The Regent explained his policy to Londo. He was controlled by the Drakh who wanted revenge for victory against their masters, the Shadows.

Terrorists began bombing PSI-Corps facilities. In every case, the attackers left behind a message: "Remember Byron." Earth officials traced the money trail back to Babylon 5, and more precisely to Lyta. Capt. Lochley ordered to arrest Lyta but this war more difficult as she believed. Finally Sheridan managed to get her into the arrest cell.
G'Kar asked her if she would accompany him to a journey with unknown destination. G'Kar became some kind of spiritual leader to the Narn people and he hoped that this journey would reduce the isolation.
Garibaldi, still on suspension, decided to leave the station an go to Mars. He married his former girl friend Lise Edgars and decided to help her in the company that she got when her old husband was killed by the PSI-Corps. The supervisory board of Edgars Industries wasn't very happy about this and tried to kill both. The assassin failed to kill them but Lise was hurt when a disappointed Narn tried to kill G'Kar during his departure ceremony.

With the new headquarters of the Interstellar Alliance completed, Sheridan and Delenn could now move to Tuzanor on Minbar. Sheridan was nearly killed during a malfunction on board the the ship during the flight. Lenier saw the accident but decided not to help Sheridan. He has fled in shame and vowed not to return until he finds a way to redeem himself in Delenn's eyes.
They were expected by Emperor Molari when they arrived at Tuzanor. Molari gave them a gift for their child. What they didn't know was that a keeper was inside the urn.
